I.  PURPOSE

This policy provides guidelines regarding the public access and university-wide availability of naloxone. 

II.  ACCOUNTABILITY

The President, the Vice President of Student Life/Dean of Students, Chief Human Resources Officer, and Director for the Wellness Center shall implement and ensure compliance with this policy in partnership with the Department of Human Services Naloxone Distribution Program.  

III.  APPLICABILITY

This policy applies to all Rowan University faculty, staff, students, and visitors to all Rowan University campuses, buildings and grounds. This policy is supported by NJ Overdose Prevention Act of 2021.

IV.  DEFINITIONS

  1. Naloxone is the generic term for the brand name Narcan®. Naloxone is a medicine used to reverse an opioid overdose. Opioid pain medications or drugs such as heroin can cause overdose. Naloxone is safe, effective, and easy to use. 
  2. Opioid is a compound resembling opium in addictive properties or physiological effects. Examples of opioids include: morphine (MS Contin®), codeine, hydrocodone (Vicodin®, Norco®),hydromorphone (Dilaudid®), oxycodone (Percocet®, OxyContin®), fentanyl (Duragesic®), oxymorphone (Opana®), methadone, and heroin.

VI.  POLICY

  1. The Wellness Center shall be the primary liaison for the DHS Narcan Distribution Program. Establishing a university wide committee consisting of representatives from all campuses, the committee shall advise the Wellness Center on marketing, education, distribution and allocation of naloxone kits. The Wellness Center will oversee the inventory, storage and reporting for the DHS Naloxone Distribution Program.
  2. Public access will be maintained through Rowan EMS placing naloxone kits in AED cabinets. Cabinets will be labeled with instructional signs which provide easy to read steps on administration of naloxone and activation of 9-1-1. EMS inspects AED cabinets monthly and will ensure naloxone kits are present and not expired. EMS shall notify the Director of the Wellness Center if a kit is missing or an expiration date is approaching.
  3. Available for individual student request from the Glassboro Wellness Center and Rowan-Virtua SOM Employee and Student Health office. Individuals that would like a free naloxone kit must first view an online or in person staff led educational training.
